Tree outliner for notes and plans

A tree outliner organizes information as a hierarchy: big topics contain smaller ones. Think of a table of contents you can edit — project → milestone → checklist → detail note. That model is older than the web, and it still beats a flat pile of files when you need both overview and depth.
